GENERAL RULES 1. The regulations and/or rules set forth herein are intended as guide for the conduct of all divisions at Watermelon Capital Speedway. Compliance with these rules does not express or imply warranty of safety, nor in any way is a guarantee against injury to participant. 2. The officials of Watermelon Capital Speedway will have full authority over all events, and in the event of a dispute, the decision of the Race Director will be final. 3. All cars participating at Watermelon Capital Speedway will be subject to inspection, at any time. 4. These rules will apply to all Watermelon Capital Speedway events. 5. In the interest of fair competition, Watermelon Capital Speedway reserves the right to amend and/or alter these regulations and rules. 6. Driver must furnish Social Security number and address to the track office in order to collect winnings. If a driver fails to collect winnings within two (2) weeks, it will be deposited in the point fund. Any false information given on Social Security number or address will result in a $250 fine to driver and driver will not compete until fine is paid and corrections are made. 7. No consumption of alcohol beverages allowed in the pit area. PIT PASSES 1. All persons entering the pit area must have a pit pass, and must sign a release form. All persons entering must wear an armband on arm - ONLY. No exceptions. 2. Rain check policy: Absolutely no money refunded. Rain checks will be honored only for tickets that have the appropriate number for rain out. Make-up race dates will be determined and announced at time of postponement. 3. DRIVERS: A. Any driver under the age of 18 must have a notarized release of liability from their parents or legal guardian prior to being eligible to race. B. All drivers must wear a SA9O or SA95 approved helmet, and full one- or two-piece fire suit. Head restraints, boots and gloves are optional but highly recommended. C. A driver may compete in no more than two classes in any given night. Completing in more than one class by the same driver in the same car must be prior approved by the officials. D. All drivers must attend the drivers’ meeting. Failure to do so may result in driver starting at rear of field in Heat Race. E. All drivers must sign in and draw for starting and qualifying positions. If you fail to do so, you will have to start in the rear of the heat race. F. Line up sheets and payout will be posted on the bulletin board at the pit concession stand. G. All drivers winning a feature race will start at rear of the next feature race they enter in that class until that driver again fails to win a feature race.
4. CONDUCT: A. Any driver suspected to be under the influence of alcohol may be required to take a Breath Analyzer test, and if found to be under the influence of alcohol may be charged with DUI by the Crisp County Sheriff’s Department. No drinking of alcohol is allowed in the pit area. B. Any person found to be in possession of illegal narcotics will be permanently barred from Watermelon Capital Speedway. C. All drivers and crew chief are responsible for the conduct of their crew. Failure to comply may result in disqualification and/or suspension. D. Speeding in the pit area may result in a penalty and/or disqualification. E. Failure to obey track officials may result in one or all of the following: laps being taken away; being put to the rear of the field; being sent to the pit; or suspension. F. Any unsportsmanlike conduct will be dealt with severely, and the driver is subject to one or all of the following: Being sent to the rear of the field; sent to the pit; suspended; and/or fined. G. Anyone caught fighting may be suspended or fined. Be prepared to face criminal charges if caught fighting or throwing objects at cars or people on the track or in the pits. H. Watermelon Capital Speedway reserves the right to fine, suspend or expel any driver, owner, or pit crew for any reason whatsoever. All fines must be paid in full before suspended individual can return to the racetrack. 5. RACE CARS: A. All cars must have legible numbers at least 18 inches high on each door and roof for scoring purposes. B. Any two cars with the same number may be required to add a letter to the number (Ex., your last initial). Assignment of numbers will be based on first come, first served bases. C. ALL CARS MUST HAVE A WRECKER HOOK UP ON BOTH FRONT AND REAR OF CAR. Hooks must be placed in a position that will not cause damage to the other cars. D. All cars must have a full, minimum 5-pound fire extinguisher in the car and mounted in reach of driver. No taping to roll bars or interior. A 10-pound extinguisher must be in each pit area. E. Each car must have at least one drive shaft loop and the drive shaft must be painted white. F. Any weight ballast added to the car must be bolted with minimum of 7/16 bolts and painted white G. All cars must cross scales before each heat, qualifying and feature if directed to do so. H. All cars must have racing harness with minimum three-inch shoulder harness and three-inch lap belt with a manufacturer’s date that should be no older than two years of age. RACE PROCEDURES AND RULES Race procedures will be explained at the drivers meeting. Anyone not familiar with the normal race procedures should discuss this with the flagman or technical director prior to racing. Any driver getting out of his car on the race track to inspect damage, work on his car, or for any other reason, may be sent to the rear and subject to disqualification, fines, and/or suspension. Any car stopping on the track to bring out a caution, in the judgment of the race officials, may be automatically placed one lap down and/or disqualified from the event. Absolutely no pit crewman or spectator is allowed on the track at anytime without the authorization of track officials.
PROTEST A visual protest must be filed with the Technical Inspector at least 30 minutes prior to the feature race. A visual protest requires no tools for removal of any parts. If it cannot be seen it is not a visual protest. A technical protest must be filed within 10 minutes of the drop of the checkered flag of that particular race, and must be filed in writing on the proper form, which is furnished by the racetrack, and accompanied, by the required amount of money applicable to that protest. The item/items desired to be checked must be listed on the protest form. Items checked will be limited to those listed on the form. The protest fee must be received within the 10 minute time fee and the protest form must also be completed and received in a timely manner. You must finish in the top five (5) to be able to protest and a protest is limited to any car that finished in front of your car but not necessarily directly in front of your car. If you are protested, you may counter protest. Protest will be held ASAP after the race but will be scheduled at reasonable times suitable to everyone concerned. All protests shall be completed with a decision on the protested car being made at least three days prior to the following scheduled race. Protest fees are as follows: Claimer class No protest except visual. May purchase car for $1,200.00 Mini Stock $250 to check complete engine and/or drive train. $175 to check top end. This includes head and intake. $150 to check any other items. This includes all except drive train. Other Classes except Pro Late Model $400 to check complete engine and/or drive train. $250 to check top end. This includes one head and intake. $150 to check any other items. This includes all except drive train.
Pro Late Model: $800 to check complete engine and/or drive train. $500 to check top end. This includes one head and intake. $300 to check any other items. This includes all except drive train. If a protest is made to check the “top end”, the intake and head as well as anything on the head may be checked. Other items that can be measured or checked after removing the head and intake are the pistons, bore, lifters and stroke or any other thing that can be visually seen or measured without removing additional parts. Items to be checked must be listed. The first infraction found will end the protest. During the protest only the driver and three members from the protested car, the driver with two members from the car that filed the protest, and track officials are allowed in the protest area. No alcohol will be allowed in the protest area during the protest. If there are any unruly disturbances in the shop during protest the protest will end immediately, disqualifying the team that made the disturbance. If the protested car is found legal, 75% of the protest money will be given to the person protesting the car. If found illegal the protested car and driver will lose all money and points earned for that night and the person that protested the car will get 75% of the protest money back. If you withdraw your protest, you may forfeit your protest money. The first time a car is found illegal will result in loss of that night’s purse and points. Second time will result in loss of purse and points, plus 100 points from points previously earned. Third time will result in loss of purse and points plus 200 points from points previously earned, and at the track’s discretion, the car may be required to compete in a different class or barred from racing at WCS. Refusal to tear down carries the same penalty as tearing down and being found illegal. TECHNICAL INSPECTIONS. Each car, regardless of class, must complete and satisfactorily pass inspection by the Technical Inspector before being allowed to participate in any event at Watermelon Capital Speedway. All nuts, bolts, and component parts of each car’s suspension system, chassis, and running gear should be secured with lock nuts, lock washers, or cotter keys, and must have at least one full thread showing through nuts. 1. Driver must report to scales in car and stay in car at anytime requested by track officials. 2. Hood must be off or open. 3. Driver must bring his fire suit and helmet. 4. Technical inspection is open from the time the pit gate opens until 7:00 p.m. If a driver and car has not passed the technical inspection by that time, they will be added to the rear of the field for their heat race. 5. Technical inspection is for your benefit. No car may compete on the track regardless of class until they have passed the technical inspection. 6. No softening of tires will be permitted in any class.
TRACK RULES All car owners, drivers, sponsors, crew members and any and all persons involved in any way in a Watermelon Capital Speedway racing event shall be deemed to have read, understood, and agreed to comply with these rules and any and all amendments, supplements, and/or revisions that may be implemented. It is therefore recommended that all above listed entities read these rules carefully to assure familiarity with the rules and regulations contained herein.
NOTICES THAT YOU SHOULD REVIEW When the caution comes out, if you can keep moving and you were not the car to cause the caution, you may keep your spot. Otherwise you may be placed at the rear of the field. The track decision is final. .No exceptions! Any car failing to comply with protest or found illegal as result of tech inspection may be fined and must prove legal at next race date entered. If you have a problem and need to discuss it with track officials, this will be done at the conclusion of the race program. If you have a problem that you think cannot wait, you may go to the pit steward and he will make us aware of the problem. Track officials are available for a minimum of one half hour after the race program is completed. All complaints will be heard but a decision may not be made the night of the event. All decisions will be made ASAP after the complaint but not later than the following week’s race. All drivers must line their cars up immediately in the proper order in the staging area when called for their respective races. It is the driver’s responsibility to know his proper starting position. These positions are posted on the information board at the concession stand. Failure to be in line in the proper position by the time the pace car reaches the starter’s stand on the parade lap may result in those cars that are out of position having to start from scratch. Rough driving, whether intentional or accidental, will not be tolerated. Penalties will be imposed as defined in the penalties section at the discretion of the management and officials based upon the severity of the infraction. Definition of “stock” - When used in this rule book, the term stock, unless otherwise stated in the rule book “means” unaltered but may use after market products made to stock specifications.” All cars must have a headrest capable of retarding the rearward movement of the driver’s head in an impact situation. Neck restraints, such as Hans devices, are highly recommended. During the running of any racing event, any car which, in the opinion of track officials, poses a potential danger to its driver or to other competitors for any reason, or is being operated without the care and consideration required to insure the safety of the other competitors, is subject to disqualification.
CONDUCT Watermelon Capital Speedway expects and requires that all who enter this facility conduct themselves in a respectable manner and display proper sportsmanship at all times. All actions and activities deemed to be detrimental, including but not limited to, the use of verbal or physical abuse, profanity, or threats against Watermelon Capital Speedway management, staff, officials and/or employees will not be tolerated and violators will be dealt with accordingly. Any individual attempting, inflicting, or threatening physical abuse to, or in any way harassing another individual while on the premises of Watermelon Capital Speedway is subject to be dealt with under the provisions provided for herein. The driver will be held responsible for the actions of all those associated with his car, including but not limited to, the car owner, sponsors, crew, family members, etc., and may be penalized accordingly. Watermelon Capital Speedway reserves the right to refuse entry to anyone and may exclude anyone from the competition or have them removed from the premises for improper conduct.
INTERPRETATION OF THE RULES
The interpretation and application of all rules contained herein, as well as all amendments, supplements and revisions that may be implemented, shall be at the sole discretion of the Watermelon Capital Speedway management and officials and shall be final and binding. In the absence of a specific rule to cover a given point or situation, Watermelon Capital Speedway management and officials reserve the right in all such instances to make a final judgment and ruling, which will be binding. The absence of a specific rule does not imply approval, consent, or permission regarding that subject. Any questions or doubts regarding such matters should be directed to Watermelon Capital Speedway management and officials. Watermelon Capital Speedway reserves the right to change, alter, revise, amend, or delete any rules, or to add a rule or rules at any time. The management and officials of Watermelon Capital Speedway will answer questions and explain the application and interpretation of the rules and any associated penalties imposed to any competitor who inquires, providing the competitor conducts himself in a professional and respectable manner and displays proper sportsmanship. Competitors whose behavior does not meet those standards will not be extended this courtesy. Such discussions must be held following the conclusion of all events and may not be conducted during the course of the running of the race program due to the necessity for Watermelon Capital Speedway personnel to apply their full attention to their respective functions and responsibilities. Situations that warrant an immediate explanation due to their affecting the competition will be the exception to this rule. A competitor who has not read or is not familiar with the rules will not be given this consideration. The violation of any rules contained herein or any amendments, supplements, and/or revisions that may be implemented, will subject the violator or violations to any penalties as defined herein or as imposed at the discretion of the officials and management of the Watermelon Capital Speedway.
POINTS The track will award points at each event and recognize a point’s champion for each class at year-end. Points will be awarded for each race with the winner of the race receiving 185 points with 2nd position receiving 170 points and then points decreasing 5 points per position through 5th place. 5th place will receive 155 points. 6th through 10th position will decrease 4 points per position with 10th place receiving 135 points. 11th through 10th position will decrease by 3 points per position and 16th through 30th position will decrease by 2 points per position with 30th position receiving 90 points. All cars finishing worse then 30th position will receive 50 points. Disqualifications earn -0- points and may be penalized points per the rules. D/N/S earn 50 points. The points will be awarded to the driver of the car in the class which they drive in. Points will be awarded by class. Drivers may earn points in more than one class if they drive in more than one class. Only the top 25 finishes will be calculated for the points standings at year end. After 25 points races have been run, for subsequent races, the lowest earned points earned to date during the year will be dropped. Note: Refer to “Protest”. Whereby it is stated that the first time a car is D/Q’d the driver will receive no points for that night. The 2nd time a driver is D/Q’d, they will receive no points in addition to having 100 points deducted from the year totals. The 3rd time they are D/Q’d, they will receive no points in addition to having 200 points deducted from the accumulated totals for the year. If a race is scheduled to be held on a given night and is not held as scheduled for any reason, all cars that sign in to race that night will be awarded 50 points. A disqualification cannot be used as a “dropped” race. If you are disqualified, your points total will be for 24 races, two disqualifications and your points total for the year will be 23 races. If for some reason a particular class or classes are combined or divided on a given night, each competitor will be awarded points for the class they are competing in that night. Example: If P/S and S/S are combined, the highest finishing pure stock will receive 1st place points and the highest finishing S/S will receive 1st place points. Combined class cars will be competing only against cars in their respective class.
NASKAR Claimer Class Rules
This is a novelty class intended for entry-level racers. The idea is to have an inexpensive and affordable racecar for those that have no racing experience, or at the most, limited racing experience. Those racers under the age of 18-years of age must provide the track with notarized parental liability release forms prior to racing. This class shall have a claim rule of $1200 and any person including spectators, participants or track personnel shall have the right to claim any of the top five finishers within 10 minutes after the class has completed racing for the night by notifying the Tech person of the desire to purchase. The claim rule is not in effect for any car that does not finish in the top five that night. New cars that have not raced at least three times are not subject to claim and any car that has been claimed cannot be further claimed until the car has completed a minimum of three races with the new owner/driver. Cars that cannot be claimed will be adorned with a yellow flag indicating they are not subject to claim that night. All claims for cars should be made under the spirit of the rules for which they are intended and any and all claims must be made through the technical director. The technical director shall have final authority as to whether or not a claim is legitimate. The claim rule limitations will not be in effect for cars sold or traded between individual sellers and buyers without track involvement. The track reserves the right to claim a car at any time. Payment for claimed cars must be made in cash. A person claiming the car will receive the complete car, less the drivers seat and safety harness. If a car is claimed and the owner refuses to honor the claim, the car may not be allowed to race at the speedway again and will not be awarded points or money for the race. When you build a car for this class, keep your cost to build in mind and remember the car will be subject to claim at any time pursuant to the rules stated herein. Car and Body 1. Rear wheel and/or front wheel drive cars and trucks with a minimum wheelbase of 101" is allowed. No 4-wheel drive cars or trucks are allowed. Any number of cylinders are allowed. Car must weigh a minimum of 3400 pounds with driver after the race. No ballast of any kind may be added to the car to make weight. 2. All glass must be removed from interior and exterior of car, 1/8" Lexan may be used for a windshield if desired. Protection bars in windshield area are recommended. No side or rear windows allowed, Doors must welded shut, No holes in hood, Hood and deck lids must be on car at all times, in working order, and properly secured with two pins in each, all body sheet metal must be on car at all times, all glass and burnable material must be removed from interior of car. No chopping, channeling, cutting or sectioning allowed. No bracing of any kind allowed. All cars must pass safety and rules compliance inspection before being allowed to race. 3. Battery must remain in stock location; Radio and horn should be operable. 4. Cars with electric fuel pumps must retain stock tank with metal barrier between tank and bumper area. Cars with manual fuel pumps have the option of using the same method or may add a fuel cell or steel, 6-gallon boat tank. No plastic tanks or plastic cells allowed. Trunk may be cut for cell but must be re-sealed. These items will be examined closely as safety must be of utmost importance in this area. 5. Drivers 4-point roll cage is mandatory. A minimum of 1-1/2" (recommend 1-3/4”) X .095 tubing is required. No bars are allowed outside the driver’s compartment. Must have 4-bars in drivers door and 3-bars on passenger door side. Only drivers side door may be gutted. The roll cage may not reinforce the body or frame in any way but may be welded to the frame. 6. The stock unaltered floor pan, firewall, trunk and fender wells must be retained. The only exception is cutting for the fuel cell. 7. A 3" wide, 5-point seat belt harness is required. A racing seat is required. Must be mounted securely. No fiberglass seats. Window nets are required. Approved drivers suit and helmet as specified in the general rules is required and head restraints, head socks and gloves are highly recommended. A minimum 5-pound fire extinguisher, with gage, is required to be in the car at all times, securely mounted on the dash easily accessible to the driver and track personnel. A 10-pound extinguisher is required in each pit area. 8. A secure tow-hook must be located on the front and the rear of the car, preferably welded to the frame of the car under the front and rear bumper. Hooks must be painted neon orange or yellow to make easily visable. Hook must be located in a manner so as not to cause damage to the other cars. 9. Car must have numbers, minimum 18” in size, on both sides and top for identification purposes. 10. Weight requirement on all cars and classes must be posted on driver side of car immediately above A-pillar. Suspension 1. Absolutely no modifications allowed. All components must be factory stock with nothing moved from its original location. OEM parts only. Nothing on the suspension that is even remotely considered to be high performance will be allowed. Tires and Wheels 1. Tires must be stock passenger radial tires (no recaps) for that type of car. All tires must be the same size and shall not exceed a width of 8” with a ¼” variance. Minimum thread depth allowed is 1/16", No fancy exotic tires allowed. Stock steel wheels only except the right front wheel may be reinforced. No wheels over 7” in width unless it comes standard for that make and model of car. Oversize lug nuts are required on right front wheel and are allowed and recommended for other wheels. Engine, Transmission, etc. 1. The engine must be strictly stock and in its original mounts for that make and model of car. No alternatives or high performance parts allowed. Engine must pull a minimum of 22" of vacuum at idle speed of 800 RPM. Exhaust must be factory stock for that make and model of car. Muffler may be retained or may be removed. No headers of any type allowed. All add-on components originally on car must remain on car with the exception of smog and A/C equipment. Engine or components must not have any leaks of any kind. 2. One stock 2-barrel or 4-barrel original equipment carburetor only. No modifications whatsoever. Fuel injection is ok if stock for make, model and year of car. Stock air cleaner, element and housing must be used. 3. Original type transmission that came in car must be in car. Must be stock for make, model and year of car. Must not have any leaks of any kind. 4. A drive shaft loop for protection is required under the car. Drive shaft must be painted white. Miscellaneous 1. Points will be awarded for this class but only when the class has 6 or more cars to complete in a feature race. 2. We will not guarantee any practice time for these cars on race night. Starting positions will be determined by drawing for positions the first week the cars are raced. Thereafter, starting positions will be determined by the point standings with the field inverted. (First in points starts last, last in points starts first.) Those with no points will start in the front based on sign-in times. 3. The race will be started with two abreast from a slow start or a dead-start depending on the decision of the race director. The race may be run clockwise or counter-clockwise and will be determined by track officials and/or spectators immediately before the race. The race format may change week to week. 4. Drivers in this class should know there will be very few yellow flags. A simple spin will not necessarily be cause for a yellow flag. A flag will be thrown only when it is determined there are dangerous conditions on the track. Any car causing more than two cautions for any reason may be black-flagged and should immediately leave the track. 5. It is anticipated that this class will be paid a low purse. Top five finishers will receive, at a minimum, cash or a free pit pass for the following week. The point’s champion will receive a trophy and a cash award at year-end. 6. The track recommends that all cars be painted a basic color similar to the base color on a previous or existing Nextel Cup car and carry that same Nextel Cup number and style of number on the car. The track will assign numbers to prevent duplication. First come first served on track’s assignment of the numbers. 7. Track officials shall have the final authority on any safety and/or compliance issues with these rules and shall have the final determination on whether or not a car is eligible to race. All participants must also abide by all the general rules established by Watermelon Capital Speedway. The track reserves the right to change or amend these rules at any time for any reason. 8. The track will provide a parking space on track property, outside the pit area for those wishing to leave their cars at the track from week to week however the track will not be responsible in any way for any cars or equipment left on the property. Do not leave your cars inside the pit area of the track.

SUPER STREET RULES
SUPER STREET ENGINE TECH SPECIFICATION In lieu of the below engine rules, this class may run the GM Crate Motor #602. Absolutely no modifications will be allowed on this motor. The motor will have a claim rule whereby the motor can be claimed for $3000.00. The purchaser must be a person running in this class and they must finish in the top 5 in the feature race in which they wish to claim the motor and must finish behind the car with the motor they wish to claim. The claim will be for the basic motor only, meaning all the accessories that did not come with the motor will be retained by the current owner. All accessories such as carburetor, clutch, pressure plate, headers, etc. must conform to the below rules. The claim must be made within 10 minutes after the feature race and payment must be paid in cash.
(After a reasonable time for review of the competitiveness of this motor, the rules may be amended to give a weight break or a weight penalty for using this engine.)
